Het gaat om de winning van metalen die er in bodem van de diepzee te vinden zijn – mangaan, koper, kobalt, nikkel, ijzer, goud, zilver, zeldzame aardmetalen – onontgonnen bleven. Dat gebeurt door Canada, Noorwegen en vooral en dat is de waarschuwing (uit Amerikaanse bron) voor China. Al deze winning en de noodzakelijke technieken om dat mogelijk te maken zijn dual use.
