- Amerikaanse regering vraagt extra 67 miljard dollar voor oorlog in Iran
De Amerikaanse minister van Defensie heeft het parlement een bedrag van 67 miljard dollar gevraagd om de oorlog tegen Iran voort te kunnen zetten. Dit is een voorzichtige schatting, het bedrag zal veel hoger uitvallen als de schade aan Amerikaanse bases in het Midden-Oosten moet worden voldaan. Zie 11.

U.S. Secretary of State Marco Rubio met Russian Foreign Minister Sergey Lavrov on Thursday in the Philippines for talks where he was expected to renew the prospect of the U.S. trying to broker an end to the war in Ukraine.
The U.S. State Department offered few details about the meeting on the sidelines of an annual gathering by foreign ministers of the Association of Southeast Asian Nations in Manila.
“They discussed the U.S.-Russia relationship and the need to end the Russia-Ukraine war,” a State Department spokesperson said in a statement.
Russia did not immediately offer a readout and Lavrov largely ignored shouted questions by reporters after he left the room.
Three days of closed-door talks that started Tuesday have focused on the resurgent war in the Middle East, the conflict between Russia and Ukraine and, closer to home, the South China Sea, where a new clash flared Thursday.
Before Rubio and Lavrov met, they ignored shouted questions from reporters about whether Russia was helping Iran by providing targeting data on U.S. locations in the region and when Russia would stop its war in Ukraine.
Lavrov did not answer questions but appeared to be challenging reporters by saying, “Speak louder,” even though the room was quiet and questions could be clearly heard.
When he left the meeting about half an hour later, Lavrov was asked again if Russia is helping Iran target U.S. troops. “Nice hairstyle,” he said while staring at the reporter.
U.S. efforts to broker an end to the Russia-Ukraine war have dropped off as indirect talks stalled and the Iran war took center stage. Renewed strikes by Washington and Tehran have been intensifying after an interim ceasefire deal collapsed.
Rubio told reporters in Manila on Wednesday that he planned to raise the conflict in Ukraine with Lavrov, saying that the U.S. remained open to playing a role in ending the conflict “if that opportunity presents itself.”
He acknowledged that those efforts have “kind of fallen off a little bit over the last few months” but said the meeting would explore whether there’s an opportunity to renew talks.
“We have to have a relationship with the Russian government, even though we have areas of disagreement,” Rubio said, noting they are the two largest nuclear-armed countries.Onderkant formulier
Expectations for renewed discussions about ending the war comes as Ukraine has made significant progress this year but a rift between defense leaders has threatened to derail its efforts. President Volodymyr Zelenskyy has undertaken a major government reshuffle, including its top military brass.
But Ukraine would not be the only issue on the table. Rubio said he would use the meeting to find other areas of potential cooperation between the U.S. and Russia — the kind of wide-ranging agenda that the ministers have touched on in their huddles around the ASEAN meeting.
Australian Foreign Minister Penny Wong renewed her country’s alarm over the Chinese navy’s recent test-launch of a missile from a nuclear-powered submarine in the region, which she said “came with too little information and notification, including to the Philippines — over which the missile flew — and Pacific nations, near where the missile landed.”
“It comes in the context of a rapid military build-up of China’s nuclear arsenal without the transparency or reassurance the region expects,” Wong told a university forum in Manila on Thursday. “This is why Australia has described the test as provocative and destabilizing.”
China has defended its actions, saying the launch was part of annual exercises and that it gave countries in the area appropriate notice in advance.
Rubio also had a long meeting Wednesday with Chinese Foreign Minister Wang Yi and separately with Indian External Affairs Minister Subrahmanyam Jaishankar.
Rubio told reporters he and Wang discussed a new altercation this week between Chinese and Filipino forces in a disputed shoal in the South China Sea, which Beijing claims virtually in its entirety. Rubio called the incident “escalatory.”
“Those need to be managed very carefully, because obviously, a conflict — be it economic or otherwise — between the U.S. and China would have a dramatic global impact,” Rubio said.
In Beijing, the Chinese coast guard said it took necessary measures, including monitoring and blocking, to drive away two Philippine ships that disregarded repeated warnings from the Chinese side in a confrontation on Thursday.
China said its operations were professional and lawful and urged the Philippines to stop its provocative actions infringing on Chinese territory. Philippine officials did not immediately issue a comment.
The Trump administration has repeatedly criticized China’s assertive actions in the South China Sea to the disadvantage of smaller claimant countries like the Philippines, Washington’s oldest treaty ally in Asia. Taiwan and ASEAN members Vietnam, Malaysia and Brunei have also been involved in the often-tense territorial standoffs.
ASEAN foreign ministers discussed the territorial disputes Tuesday, welcoming progress in yearslong negotiations between China and their regional bloc on a proposed non-aggression pact that both sides hope to conclude this year, according to a draft of a joint communiqué seen by The Associated Press.
The so-called code of conduct aims to prevent a major conflict in the disputed waters, a key global trade route, that could draw in the United States.

The Russian Foreign Ministry said that the two sides had discussed “a broad range of bilateral and international issues in the context of recent high-level contacts”.
Lavrov briefed Rubio on the “real” state of affairs in Russia’s war against Ukraine and stated that further arms deliveries to Ukraine were “unacceptable”.
“Lavrov once again confirmed the Russian side’s readiness for a political and diplomatic settlement of the conflict and its commitment to the proposals put forward by the American side during the meeting between Putin and Trump in Anchorage,” the statement said.
The two sides also discussed the “normalisation of conditions” for the functioning of Russian and US diplomatic missions.
The parties agreed to continue contacts at the level of foreign ministries, including within the framework of international organisations in which both countries participate.

Ukraine’s military launched drone attacks on various Russian regions overnight on July 23, striking targets in multiple cities, Russian Telegram media channels reported, citing local residents.
A large fire was seen emanating from the NS-Oil Refinery in the community of Novospasskoye in Russia’s Ulyanovsk Oblast following a reported Ukrainian drone attack.
The relatively small refinery, located approximately 650 kilometers (400 miles) from the Russia-Ukraine border, primarily produces petroleum products, with a production capacity of 600,000 tonnes of crude per year.
Elsewhere in Russia, thick black smoke was seen rising over the town of Tuymazy in the Bashkortostan Republic following a reported strike on a oil pumping station in the community.
The extent of the damage caused was not immediately clear.
Kyiv considers oil facilities to be valid military targets, as the energy sites provide fuel and funding for the Kremlin’s war machine.
Ukraine’s attacks on oil infrastructure have mounted pressure on the Kremlin by aggravating a domestic fuel supply crisis that has already caused export bans, price hikes, and sales restrictions across Russia. Residents of various Russian regions continue to report hours-long wait times at service stations.
Earlier in the night, the Russian city of Voronezh also came under a massive Ukrainian drone attack overnight on July 23, according to eyewitness reports.
The target appeared to be another logistics hub serving Wildberries, Russia’s largest online retailer. Photos and videos posted to social media appear to show a large explosion over the city’s sky. A large fire was later seen emanating from the area of the Wildberries logistics hub.
Although the Kyiv Independent was not immediately able to confirm the target of the reported strike, the company, frequently compared to e-commerce giant Amazon, has been targeted by Ukrainian attacks several times in recent days.
The Kyiv Independent cannot immediately verify the reports. Ukraine’s military has not yet commented on the reported attack.
Earlier on July 22, the Wildberries warehouses in Voronezh announced that they would no longer operate at night. The announcement followed a string of Ukrainian strikes on Wildberries facilities over the past week.
The previous night, Ukraine set multiple logistics warehouses in Russia ablaze on July 22. Two Wildberries warehouses in southern Russia, one in Krasnodar and one in Stavropol Krai, erupted in flames after being hit by Ukrainian drones, according to local officials and monitoring channels.
Wildberries founder, Tatyana Kim, later confirmed that its logistics centers in both locations had been attacked and said warehouse operations had been suspended.
A few nights earlier, Ukraine hit Wildberries facilities in Russia’s Moscow and Tambov oblasts in large-scale drone attacks overnight on July 18. Russian officials reported that nine people were killed and over 60 injured as a result of the strikes.
The attacks also likely inflicted heavy economic costs, with media analysts estimating over 100 billion rubles (approximately $1.2 billion) in damage.
Following the July 18 strike, President Volodymyr Zelensky said the logistics centers supported the Russian military. “These are Russian logistics facilities, specifically warehouses used to supply war materiel: navigation equipment, components for drone production, and other supplies for the Russian army,” he said in his evening address.
Wildberries lists a variety of military equipment available for purchase on its website, including drone components and body armor.
Wildberries, along with founder Kim (Russia’s wealthiest woman), have been subject to international sanctions and trade restrictions due to Russia’s all-out war against Ukraine. When imposing sanctions against the company in 2022, Poland noted that Wildberries was “the largest taxpayer in the Russian Federation.”

On Wednesday, Ukrainian strikes hit warehouses in southern Russia belonging to Russian online retailer Wildberries for the second time this week, injuring several people, according to the company’s boss, Tatyana Kim.
Zelenskyy said Ukrainian drones had hit what he described as logistics hubs involved in supplying the Russian military in the area, without naming the retailer.
Zelenskyy also said Ukrainian attacks hit an oil depot, a tanker and four cargo ships from Russia’s “shadow fleet” in the Black Sea and the Sea of Azov.
Russia hits Ukrainian cargo ships, claims to capture territory
Russia’s Ministry of Defence claimed a series of attacks on Ukraine Wednesday, including on cargo ships and storage facilities.
The ministry said Russian attacks targeted a dry-cargo ship unloading at Chornomorsk port, as well as a military cargo store and fuel and lubricant storage tanks.
Russian attacks also hit loading and storage facilities at Odesa, a cargo ship and a bulk carrier that were transporting cargo to Odesa for the Ukrainian military, and three warehouses storing drones, according to the ministry.
The ministry claimed Russian forces made new battlefield advances, capturing the settlements of Artilne in Ukraine’s Kharkiv region and Blahodatne in Zaporizhzhia region.
Kremlin spokesman Dmitry Peskov said he did not think the appointment of Drapatyi as Ukraine’s new military chief would change the situation on the frontline.
Rubio, Lavrov to meet tomorrow
Both Moscow and Kyiv have intensified air strikes in recent months, with Russia increasingly using ballistic missiles that Ukraine has struggled to intercept amid shortages of Patriot air defence systems.
Zelenskyy said on Wednesday he discussed licences for Patriot air defence system production with visiting US Ambassador to NATO Matthew Whitaker. He described obtaining more Patriot interceptors as a “critical priority”.
United States-led talks on ending Russia’s invasion of Ukraine have been stalled for months, with Washington’s focus largely turned towards its war on Iran.
Russia’s Foreign Minister Sergei Lavrov said Wednesday he would meet with his US counterpart Marco Rubio on Thursday in Manila on the sidelines of the ASEAN gathering of south-east Asian foreign ministers.
Rubio also confirmed the upcoming meeting, saying he would see if there was an opportunity to renew Ukraine peace talks.
He said the US remains open to playing a role in ending the conflict “if that opportunity presents itself”.

Ukraine’s ambassador to the UK and former Commander-in-Chief Valerii Zaluzhnyi commented on the appointment of new military leadership on July 22, saying Mykhailo Drapatyi faces an “incredibly difficult” task as Ukraine’s newly appointed army chief.
The comment came a day after President Volodymyr Zelensky announced Drapatyi’s appointment following mass protests in Kyiv and across the country to dismiss former Commander-in-Chief, Oleksandr Syrskyi.
Zaluzhnyi, who has shied away from media attention since becoming the ambassador to the U.K., has not commented on the ongoing protests calling on Zelensky to oust Syrskyi and reappoint popular former reform-minded Defense Minister Mykhailo Fedorov to his role.
“The new commander-in-chief of Ukraine’s Armed Forces will have an incredibly difficult job — far more difficult than he imagines,” Zaluzhnyi said in a Telegram post, without elaborating further on the challenge.
Syrskyi, who has increasingly faced criticism from younger officers for his Soviet-style top-down management and has been called “the butcher” by critics, replaced Zaluzhnyi in 2024 as the commander-in-chief.
“But Mykhailo will never have reason to be ashamed. A person of honor has no idols and, therefore, nothing to lose. The only thing he has is his duty,” Zaluzhnyi added in his Telegram post, attaching a photo of himself hugging Drapatyi, the 44-year-old general, on the road.
For days, protestors have been calling out Drapatyi’s name as Syrskyi’s replacement. Drapatyi is one of the most respected Ukrainian generals, praised for rising through the ranks from a tank lieutenant to an army commander from tough battles on the front.

“Why wait for a draft notice when you can take control of the situation? Sign a military contract voluntarily.”
As rumors of an impending new wave of mobilization swirl inside Russia, one pro-war Telegram channel claimed to offer a solution: instead of waiting to be mobilized, sign a military contract now, while you can still “choose your own terms.”
As Russia’s full-scale invasion of Ukraine has stalled in its fifth year, questions are once again mounting over whether the Kremlin could resort to a politically costly mobilization to boost its manpower.
The Kremlin has denied any plans for a new draft campaign. President Vladimir Putin last called up 300,000 reservists in September 2022, Russia’s first mobilization since World War II, triggering rare public protests and prompting tens of thousands of Russians to flee the country.
Since then, Moscow has relied on generous signing bonuses and salaries to recruit contract soldiers rather than announcing another nationwide draft.
But fears of another mobilization remain widespread. Men who were drafted in 2022 are still fighting on the front line with no clear path home, and few are willing to risk sharing their fate.
Recruitment
The renewed speculation comes as Russia’s offensive has slowed to one of its lowest rates of advance and the country faces growing challenges in replenishing its forces.
Russia has sought to offset battlefield losses among the roughly 700,000 troops deployed along the front by offering high salaries and signing bonuses to new contract soldiers, with payments reaching up to 5.5 million rubles ($70,266) for a year of service.
Authorities said that more than 80,000 contract soldiers had joined the army in the first three months of 2026 and that troop recruitment was proceeding “at a fairly good pace.”
Independent media reports and analysts suggest that Russia is finding it increasingly difficult to attract new contract soldiers, as fewer men are willing to risk being sent to the front and potentially killed.
Many are also discouraged by the fact that military contracts cannot easily be broken by law, even though recruitment ads often promise only one year of service.
One sign that Russia is struggling to recruit contract soldiers was the intensified campaign to pressure university students that began this year. Students have been encouraged to sign up with the country’s drone forces, while some who failed their winter exams were offered military contracts as an “alternative to expulsion.”
The Defense Ministry also appears to have set recruitment quotas for universities in an effort to attract as many students as possible into military service.
Migrants, people in financial hardship and homeless people have also been targeted in similar campaigns, Sergei Krivenko, head of the human rights group Citizen. Army. Law., told The Moscow Times.
In the Penza region last month, security forces and military enlistment officers detained local men and pressured them to sign military contracts following coordinated street raids.
The number of similar cases remains difficult to measure nationwide, Krivenko said, but they indicate that recruitment efforts have become more aggressive.
Regional authorities have also repeatedly increased one-time payments for signing military contracts, in addition to salaries and federal bonuses — a sign that Russia is having to offer increasingly generous financial incentives to attract recruits.
Despite these efforts, recruitment in Moscow and across Russia has fallen by one-third so far this year compared to 2025, the exiled outlets Vyorstka and IStories reported.
These developments have fueled speculation that Russia could eventually announce a new mobilization, especially with Kyiv claiming that Moscow was planning to mobilize at least 500,000 reservists this fall.
An anonymous Russian general who fought in the full-scale invasion of Ukraine told journalists that he believes “mobilization to capture Donbas is entirely possible, either through a covert process or through an officially announced and public mobilization.”
Putin has repeatedly said that Russia intends to secure full control over the Donbas region of eastern Ukraine. As of March, Kyiv controlled around 17% of the Donetsk region, Russia said.
“No one will worry about the losses. The main thing is to save face. So it is entirely possible,” the general said.
Military lawyers and human rights experts also say that Russia has already prepared legal and administrative mechanisms needed for a new wave of mobilization.
Under Russian law, mobilization can be launched by presidential decree. But the decree issued by Putin to call up reservists in September 2022 remains legally active, Krivenko said.
“This means the authorities could simply issue a separate, possibly secret presidential order instructing the Defense Ministry to call up a certain [additional] number of people,” Krivenko said, adding that such an order would not even necessarily have to be made public.
Russia has also significantly expanded its military registration system since the 2022 mobilization, including electronic databases and new rules requiring employers to provide information about citizens eligible for military service.
Yet, from an economic perspective, expanding the army would also require a significant increase in spending, as mobilized troops would need to receive payments comparable to those already provided to troops mobilized in 2022, military analyst Dmitry Kuznets told The Moscow Times.
“Both the federal and regional budgets are already facing serious constraints,” he said.

Manpower on the front
Military experts say that despite the slowing recruitment, Russia has so far managed to replace battlefield losses with newly recruited contract soldiers.
“There are no signs of widespread reports that large units are consistently suffering from a lack of personnel,” Kuznets said. “Of course, there are isolated cases where an assault unit is almost completely wiped out, leaving only one survivor. But there is every reason to believe that, after some time, these units are replenished with newly recruited contract soldiers.”
Russia is recruiting around 30,000 people a month, while its irreversible losses appear to be lower, Kuznets said, citing estimates drawn from publicly available budget data for payments to contract servicemen.
Janis Kluge, a researcher at the German Institute for International and Security Affairs, estimates that around 9,000 Russian soldiers have been killed per month in 2026. That is roughly one-third the number of new recruits, suggesting that Russia still has enough contract soldiers to sustain the war, IStories said.
The anonymous general said that Russia would need to replace “at least 55,000-60,000 casualties every month” in order to capture the remaining Ukrainian-held areas of the Donbas.
“Without sufficient manpower reserves, the General Staff cannot guarantee results. It is a kind of safeguard — by demanding an unattainable level of resources, it shields itself from accusations of professional incompetence if military objectives are not achieved,” he said.
How long Russia can maintain its current recruitment model remains uncertain, however.

“We do not know when [these payments] will stop being effective — when the number of people willing to risk their lives for any amount of money will run out,” Kuznets said, adding that the pool of potential recruits remains limited.
Russia has increasingly relied on small infantry assault groups — usually teams of two soldiers, and in some cases up to five — to infiltrate Ukrainian positions, a tactic that is “obviously being used to conserve manpower,” Kuznets said.
For now, Kuznets said, success on the battlefield depends less on troop numbers than on striking high-value assets such as drone operators and electronic warfare systems.
“However, if Ukraine decides to shift its focus toward targeting personnel, Russian losses could increase,” he said, and Russia would have to adjust accordingly.
The pace of Russia’s advances also depends on whether the army has the command structures, officers and equipment needed to turn additional recruits into effective combat units — something Russia currently lacks.
“What could Russia do with a new wave of mobilization? It could quickly expand the number of reserve regiments,” he said. “But these units would not be able to operate effectively.”
“Simply increasing the number of personnel in the military grouping would not lead to a comparable improvement in combat effectiveness,” Kuznets said.

Political will
The renewed speculation also comes ahead of September’s parliamentary elections, when the Kremlin is likely to avoid politically unpopular decisions such as another nationwide mobilization.
Sources close to the presidential administration told Vyorstka and IStories that although officials were weighing various options to expand the army, no final decision had been made.
A source close to the Kremlin’s domestic policy bloc said “rumors were circulating” that “something could happen” in October, after the State Duma elections.
Another source close to the presidential administration said officials were considering “different road maps for increasing the army’s manpower.”
To reduce the political consequences, Russia could avoid announcing a broader mobilization campaign and instead selectively mobilize people from specific regions or economic sectors, using recent changes to military registration procedures and legal frameworks since 2022, military analyst Kirill Shamiev said.
Yet experts agree that the decision to launch another mobilization rests with Putin alone.
“Considering the political and economic risks, it is highly doubtful that [the Kremlin] would choose [mobilization],” Kuznets said. “At this stage, Russia does not need another mobilization to sustain the war at its current pace.”
“We do not see a situation that would be catastrophic for [the Kremlin] at this point,” he said. “But this is not something we assess — the decision is made by one person in the Kremlin, together with his advisers and the General Staff.”

Ukraine is airdropping mine-laden ground robots behind Russian lines using heavy hexacopter drones to bypass difficult terrain.
Ukraine has begun using heavy bomber drones to transport unmanned ground vehicles deeper into combat, according to Russian military reports.
Footage released by a Russian military Telegram channel appears to show a Ukrainian hexacopter system airdropping an ARK-1 platform equipped with anti-tank mines, after which the system advances toward Russian positions.
The tactic could allow Ukrainian forces to overcome difficult terrain that would otherwise limit the movement of ground robots, reducing the distance they must travel before reaching operational areas.
It also frees up the bomber drone before approaching its intended position, releasing tactical cargo and retreating before it can expose itself to direct enemy fire.
The location and timing of the operation remain unclear, and Ukrainian officials have not publicly commented on the footage.
The ARK-1 Robot
The ARK-1 platform is a four-wheel-drive unmanned ground vehicle developed by a Ukrainian firm as part of the Brave1 defense technology initiative.
The platform can reach 45 kilometers (28 miles) per hour and is designed to operate with a low acoustic signature to reduce the risk of detection.
Its modular design allows it to be configured for a range of missions, including transporting ammunition, medical supplies, food, and equipment, as well as carrying explosives for one-way attack missions.

De aankondiging eerder dit jaar door de Duitse regering om het sterkste conventionele leger van Europa te bouwen leidde bijna vanzelfsprekend tot argwaan in Frankrijk en gefronste wenkbrauwen in Londen. Met name voor Frankrijk lijken de gevolgen van het nieuwe Duitse defensiebeleid groot. Zo werd eerder bekend dat de gezamenlijk ontwikkeling van een zesde generatie gevechtsvliegtuig (FCAS) tussen Duitsland en Frankrijk definitief van de baan is en werd dit weekend duidelijk dat ook de gezamenlijke ontwikkeling van een nieuwe Duits-Franse tank – in goed Engels Main Ground Combat System geheten – van de baan is. Maar ook voor Nederland zijn er mogelijk gevolgen.
Hoe serieus is die nieuwe Duitse defensiestrategie? Volgens Roderick Kiesewetter, kolonel buiten dienst en lid van de Duitse Bondsdag (CDU), is er niet veel aan de hand. Deze militaire strategie is hoofdzakelijk bedoeld om Washington ervan te overtuigen dat Duitsland eindelijk zijn verantwoordelijkheid neemt, schreef hij in het Amerikaanse defensieblog War on the Rocks. De stoere taal van de strategie laat volgens hem onverlet dat de Duitse defensie nog lang niet op orde is.
Meer eigen defensiecapaciteiten
Dat de defensienota is ingegeven door Amerikaanse eisen is duidelijk. De Bundeswehr gaat ervan uit dat de VS in de toekomst de handen vol zullen hebben aan dreigingen en conflicten in Azië. De Verenigde Staten eisen daarom – conform hun eigen nationale defensiestrategie – dat hun bondgenoten hun inspanningen opvoeren om hun eigen veiligheid te waarborgen. Duitsland moet, zegt de nieuwe strategie, daarom een nog sterkere militaire bondgenoot van de Verenigde Staten worden en meer verantwoordelijkheid nemen voor de veiligheid van het Euro-Atlantisch gebied.
Gezien de dreiging vanuit Rusland en de oorlog in Oekraïne betekent dat dat Duitsland extra conventionele taken op zich moet nemen. De Bundeswehr moet daarom meer eigen defensiecapaciteiten opbouwen en structureel versterkt worden. De strijdkrachten moeten zelfstandig ingezet kunnen worden op het grondgebied van de NAVO, de lasten voor de Verenigde Staten verlichten en de militaire kracht van Europa vergroten. Binnen de NAVO en op nationaal niveau zal de Bundeswehr ook langeafstandsprecisiewapens (Deep Precision Strike) ontwikkelen om de vijand af te schrikken.
Dat betekent een veel sterkere rol van Duitsland binnen de NAVO en in Europa, maar dan als voorpost van de VS, een rol die eerder op die van een lokale deputy van de sheriff in Washington lijkt, dan die van een primus inter pares binnen de veel gehypete en gedroomde nieuwe Europese defensiestructuur. Die laatste moet van ons continent een autonome, geopolitieke en militaire speler maken, los van de VS. Die Duitse rol staat ook haaks op de nieuwe Nederlandse defensiestrategie, die het liefst onze veiligheid laat opgaan in een vaag omschreven Europees veiligheidsideaal.
Een nationale dreigingsanalyse
Maar wat opvalt aan de Duitse militaire strategie is dat het land zich verantwoordelijk voelt voor Europa, maar niet mét Europa, zo luidde een analyse van de Deutsche Gesellschaft für Auswärtige Politik (DGAP). Het instituut neemt de nieuwe plannen wel serieus, maar stelt dat deze nieuwe Duitse positie gebaseerd is op een uitgesproken nationale dreigingsanalyse. De planning zal vooralsnog in samenhang met de NAVO gebeuren. De nieuwe strategie moet daarom vooral worden gezien als een stap richting een eigen strategische onafhankelijkheid, geïnspireerd door de grilligheden van de huidige Amerikaanse president. De precieze relatie tussen de eigen opbouw en het NAVO-planningsproces blijft, volgens de analyse van de DGAP, vooralsnog vaag, net als de aansluiting op de Europese partners – met name in het geval van een verdere terugtrekking van de Verenigde Staten.
Voor de VS is Duitsland het belangrijkste Europese land
Duitsland gaat dus sterker focussen op samenwerking met de VS in plaats van een Europese koers te varen. Dat verklaart in ieder geval de irritaties bij de grotere Europese bondgenoten en met name bij Frankrijk. Het verklaart ook waarom Duitsland vasthoudt aan de lokale aanmaak van een aantal cruciale Amerikaanse wapensystemen (zoals Patriot- en Tomahawk-raketten) en de aanschaf van Poseidon onderzeebootbestrijdingsvliegtuigen, terwijl de meeste Europese landen kiezen voor Europese, Oekraïense en Israëlische alternatieven.
Duitsland is voor de VS het meest strategische land van Europa, met een grote bevolking, een enorme industriële basis, een nog grotendeels onbenut potentieel aan militaire productie en havens aan zowel de Noordzee als de Oostzee. Duitsland is het grootste logistieke knooppunt voor de NAVO en het heeft al belangrijke Amerikaanse bases. Het land moet dan ook in de ogen van Washington de organiser en enabler van Europa’s veiligheid worden.
Zo’n focus op Washington ondermijnt natuurlijk – in de ogen van Frankrijk, Italië en het VK (dat onder de linkse Starmer de special relationship op defensiegebied met de VS definitief lijkt te zijn verloren) – het nieuwe Europese veiligheidsbeleid. Maar realpolitik is nu eenmaal een Duits woord en Merz moet schipperen tussen de VS en Europa. Of is Europa’s grootste industriële speler – die broodnodig is voor de ontwikkeling van de Europese strategische autonomie – nu door Trump uit het eigen kamp losgeweekt? Wellicht, maar laten we even kijken naar de meest recente wapenaankopen en samenwerkingsverbanden van Berlijn.
Oostzee is topprioriteit
De Duitse regering zette enkele maanden geleden een streep door de aanschaf van vier nieuwe super-fregatten – de F126, naar ontwerp van Damen – uit onvrede met het ontwikkelproces. In plaats daarvan koopt het acht stuks, drie keer kleinere maar lokaal ontworpen fregatten, die sneller leverbaar zouden zijn. Deze fregatten zijn echter – in tegenstelling tot de F126 – geschikt voor de strijd op de Oostzee en de Noordzee en niet bedoeld voor wereldwijde inzet. Er is dus geen sprake van rechtstreekse vervanging door een nationaal product, maar van een volledig ander schip op basis van veranderende, dichterbij huis liggende, strategische prioriteiten.
Ook de Duitse mariniers van het 1200-man sterke Seebataillon oefenen al enkele jaren intensief met amfibische eenheden van nieuwe NAVO-landen Zweden en Finland in plaats van met ons Korps Mariniers – na eerdere aankondigingen dat het Seebataillion in ons Korps zou worden geïntegreerd. Het Duits-Nederlandse legerkorpshoofdkwartier wordt verplaatst naar Estland en moet in geval van oorlog leiding geven aan de NAVO-troepen in de Baltische staten, terwijl de Bundeswehr zelf in Litouwen een geheel nieuwe pantserbrigade opbouwt. Duitsland bereidt zich steeds concreter voor op een oorlog in het Baltisch gebied. De Oostzee is daarom voor Duitsland topprioriteit.
Opbouw van een eigen gevechtsdatanetwerk
Terug naar Frankrijk. Betekenen de veranderende strategische prioriteiten van Berlijn en de focus op de VS dat de Frans-Duitse as gebroken is? Eind vorige week kondigden beide regeringen juist verregaande defensiesamenwerking aan. Samen bouwen van tanks en vliegtuigen is niet meer aan de orde, maar dat is nooit de praktijk van de Frans-Duitse as geweest. Andere zaken zijn belangrijker: gezamenlijke satellietsystemen, deep strike-raketten en waarschuwingssystemen. Bovendien gaat Duitsland later dit jaar voor het eerst meedoen aan een Franse nucleaire oefening.
Maar het meest opvallende is dat, nu het gezamenlijke gevechtsvliegtuig FCAS van de baan is, de ontwikkeling van het besturingssysteem ervan – de combat cloud – gewoon doorgaat. Waarom zou Duitsland die systemen nodig hebben als het uit de ontwikkeling van het vliegtuig zelf is gestapt? ‘Misschien zijn de cloud en het complete besturingssysteem op de lange termijn wel veel belangrijker dan een nieuw vliegtuig’, zei Merz onlangs enigszins mysterieus.
Met die combat cloud wordt een eigen, niet-Amerikaans, gevechtsdatanetwerk opgebouwd, waar bestaande en toekomstige bemande én onbemande vliegtuigen op kunnen worden aangesloten. Want de Duitse luchtvaartindustrie maakt grote stappen op het gebied van onbemande gevechtsvliegtuigen, met onder andere de Boeing Ghostbat (lokaal door Rheinmetall te bouwen), de Airbus U760b Ravenstorm (een zwaar wapenplatform) en de Helsing CA-1 (die de systemen van de vijand kan verstoren).
Deze intelligente Collaborative Combat Aircraft zullen binnen de combat cloud in samenhang met bemande gevechtsvliegtuigen voorop gaan in de strijd. Ook een door Frankrijk zelf te bouwen opvolger van het eigen Rafale gevechtsvliegtuig kan hierin worden geïntegreerd.
De Frans-Duitse as is dus allerminst dood, maar naar een hoger niveau en naar een andere dimensie getild – zonder de Amerikanen, maar met groot potentieel voor de toekomst.
Bovendien kan Duitsland met de door het afblazen van de FCAS vrijgekomen fondsen (mogelijk zo’n 25 miljard euro) andere vliegtuigen kopen, zoals extra F35s. Maar ook valt samenwerking met Zweden niet uit te sluiten. Daar wordt het KFS (Koncept för Framtida Stridsflygplan) ontwikkeld: een ecosysteem van bemande en onbemande vliegtuigen, dat eigenlijk voorsorteert op een toekomst waarin voor bemande gevechtsvliegtuigen geen plaats meer is. Dat concept staat niet ver af van de Duitse plannen en bovendien: Zweden is een strategisch belangrijke bondgenoot aan de Oostzee.
Nederland krijgt ongekende strategische diepte
Ja, Duitsland is hard bezig het militair centrum en de sterkste conventionele macht van Europa te worden, maar doet dat vooralsnog in NAVO-verband en met twee cruciale strategische partners: de VS en Frankrijk. Merz mag dan geregeld binnenslands in de problemen komen, onderschat hem niet. Het lijkt er in ieder geval op dat Europa’s beste strategen in Berlijn werken en niet in Brussel, Parijs of Londen.
En Nederland? Terwijl de regering-Jetten droomt van nevelige Europese vergezichten, leveren de drie in de Bundeswehr geïntegreerde Nederlandse landmachtbrigades een kwart van de gevechtskracht ter land van het Duitse leger. Onder Duits opperbevel, dat wel. Maar ons landje krijgt er een enorme strategische diepte voor terug, een luxe die onze defensie nooit eerder heeft gekend.
Bij 13. ‘Iran zou met Russische hulp CIA-locaties hebben geraakt’

Amerikaanse inlichtingendiensten onderzoeken of Rusland betrokken is geweest bij recente Iraanse drone-aanvallen op CIA-faciliteiten in het Midden-Oosten. Volgens bronnen van persbureau Reuters waren de aanvallen uitzonderlijk precies, wat wijst op mogelijke ondersteuning vanuit Moskou via geavanceerde dronetechnologie en het delen van geheime doelcoördinaten.
Volgens de bronnen is er nog geen conclusie getrokken over of Rusland daadwerkelijk betrokken is geweest bij de aanvallen. Wel blijkt dat de effectiviteit van de aanvallen en de precisie daarvan als bewijs fungeren.
Eerder werd er al in de media geschreven over Russische hulp aan Iran – dat is ook bevestigd door Amerikaanse functionarissen. Een onderzoek naar mogelijke Russische betrokkenheid bij de aanvallen op CIA-faciliteiten was tot dusver niet openbaar gemaakt.
In maart werden zeker twee locaties van de Amerikaanse geheime dienst CIA getroffen door Iraanse aanvallen. Het gaat onder meer om een CIA-station dat is gevestigd in de Amerikaanse ambassade in de Saoedi-Arabische hoofdstad Riyad, en een tweede locatie in het oosten van Irak. Volgens ingewijden zijn mogelijk nog meer Amerikaanse inlichtingenposten in de regio geraakt.
Geheime coördinaten
Defensieanalist Peter Wijninga van het Den Haag Centrum voor Strategische Studies benadrukt dat de mate van precisie sterke aanwijzingen levert voor Russische assistentie. ‘Dat valt onder andere af te leiden uit het feit dat ze gemoderniseerde Iraanse drones hebben gebruikt die door de Russen zijn gemoderniseerd’, licht Wijninga toe. ‘Dat zijn oorspronkelijk die Shahed-drones waarin de Russen betere navigatieapparatuur en een sterkere motor hebben gezet. De informatie over de locaties van die CIA-bases in het Midden-Oosten is waarschijnlijk ook van de Russen afkomstig, want dat weten de Iraniërs waarschijnlijk niet allemaal zo precies te vinden.’
Rusland zou de Shahed-drones onder meer hebben uitgerust met het geavanceerde satellietnavigatiesysteem Kometa-M, waarmee het bereik en de storingsbestendigheid aanzienlijk worden vergroot. Berichten over de levering van deze systemen werden eerder door het Kremlin afgedaan als ‘nepnieuws’.
Schaduwoorlog
De nauwe samenwerking tussen Moskou en Teheran is niet nieuw – zo levert Iran al langere tijd drones voor de Russische oorlog in Oekraïne, terwijl Rusland op zijn beurt technologie verstrekt voor de ontwikkeling van Iraanse raketten. De directe ondersteuning bij aanvallen op Amerikaanse inlichtingenfaciliteiten markeert echter een aanzienlijke verharding van de verhoudingen.
Volgens Wijninga is het raken van deze specifieke doelen een zware opdoffer voor de Verenigde Staten. ‘Het raken van de doelen is zeker pijnlijk, want dat zijn altijd locaties die angstvallig geheim worden gehouden’, zegt hij. ‘Ook de operaties die van daaruit worden opgezet, worden geheim gehouden. Het kan heel goed zijn dat er nu een behoorlijke klap is uitgedeeld, waardoor de VS het misschien moeilijker heeft om operaties te blijven uitvoeren.’
Inlichtingensteun aan Oekraïne
Er zijn aanwijzingen dat Moskou de steun aan Iran inzet als wisselgeld in de confrontatie met het Westen. In maart gaven de Russen reeds te kennen bereid te zijn hun militaire en technologische steun aan Teheran terug te schroeven, op voorwaarde dat Washington de inlichtingensteun aan Oekraïne zou verminderen. De VS weigerden op deze eis in te gaan, waarna de geavanceerde drone-aanvallen op de CIA-posten plaatsvonden.
Een hard bewijs voor directe Russische betrokkenheid bij het aanwijzen van de doelen kan de toch al gespannen relatie tussen Washington en Moskou verder doen verslechteren. Hoewel de Amerikaanse overheid zich terughoudend opstelt in haar publieke verklaringen, stelt Wijninga dat de impact achter de schermen groot is. ‘Reken maar dat ze hiermee behoorlijk in hun maag zitten’, aldus de defensie-analist.

The US has informed Israel of plans to intensify its military offensive against Iran in the coming days, including the use of heavy bombers to strike the Pickaxe Mountain site near the city of Qom, Israeli media reported on Wednesday.
According to The Times of Israel news portal, the planned operation would mark the first deployment of US heavy bombers against Iran since this year’s joint US-Israeli military campaign.
The paper said the bombers are expected to target the Pickaxe Mountain site in central Iran, citing repeated warnings by US President Donald Trump over the past week that the area would be hit “pretty soon.”
The outlet said Washington notified Israel in advance as part of close security coordination between the two allies.
The report said the advance notice was intended to allow Israel to prepare for a possible Iranian response, including missile attacks on Israeli territory, following any escalation in US strikes.
According to the newspaper, Israel has raised its military readiness to its highest level in anticipation of possible Iranian retaliation.
Neither the White House nor the Israeli Prime Minister’s Office immediately commented on the report.
The reported plans come amid heightened tensions after Trump warned in recent days that the US would target Iranian infrastructure if Tehran attacked commercial shipping in the Strait of Hormuz.
The US has been carrying out a series of strikes across Iran since last week, while Tehran has responded with strikes targeting facilities and bases it says are used by the US military in several countries across the region.
The exchange of fire has continued despite a Pakistani-brokered framework agreement signed by the US and Iran in June to end the war that began in February and pave the way for a lasting peace deal.

Drie deelnemers aan een demonstratie van Extinction Rebellion (XR) moeten een geldboete betalen van 200 euro. Ze werkten de politie tegen tijdens de Navo-top in Den Haag vorig jaar. „Demonstreren mag, maar is geen absoluut recht”, aldus de rechter.
Op 25 juni 2025 wilden zo’n 140 XR-demonstranten vanaf de Zuid-Hollandlaan de A12 oplopen en het verkeer stilleggen. Ze vonden de Navo-top hét moment om wereldleiders te bereiken met hun zorgen over het klimaat en de situatie in Gaza. Den Haag was vanwege de top een veiligheidsrisicogebied en de groep stuitte op een cordon van ME, politiebusjes en politiepaarden. De demonstranten werden hardhandig aangehouden en afgevoerd.
„Mijn cliënten kregen klappen met de wapenstok en de handboeien zaten zo strak dat ze nog dagenlang striemen hadden”, vertelt de advocaat van S.V. en L. de H. (beiden 29) uit Amsterdam. De derde verdachte is er niet.
Haar cliënten hebben geen geweld gebruikt, zich niet verzet en gedroegen zich net als de andere demonstranten. Ze vraagt de rechter het Openbaar Ministerie niet-ontvankelijk te verklaren of de Amsterdammers vrij te spreken. Het recht op demonstratie is beschermd en normaal komen de klimaatdemonstranten direct weer vrij. Er is hier sprake van rechtsongelijkheid, vindt ze: „Waarom zitten mijn cliënten hier wel en andere demonstranten niet?!
De rechter wijst de verzoeken af. Volgens hem bewijzen camerabeelden dat de drie „gecoördineerd en met kracht” probeerden de politielinie te doorbreken en de weg naar de A12 vrij te maken. „U bent anders dan de rest”, zegt hij tegen de verdachten: „U moet worden teruggeduwd en heeft hier zelf toegegeven dat u de A12 wilde bereiken. Demonstreren mag, maar het blokkeren van de weg is strafbaar en het hinderen van agenten ook.” Hij legt ze een boete op van 200 euro.
